Laurel County Sheriff John Root says Deputy Zach Allen and Sgt. Travis Napier were dispatched to the Old Salem Road area where a man was reportedly walking around a house looking into windows. Deputies arrived to find 46-year-old Carlos Hill, of London, and determined he was under the influence. Hill told police he was checking water spigots. During his arrest, Hill was found in possession of pills not in the proper container. He was lodged in the Laurel County Correctional Center.
