Laurel County Sheriff John Root says Deputy Noah Ritchie pulled over a gray Ford Explorer with the front and rear glass busted out on North Laurel Road. During an investigation, deputies learned the SUV had been reported stolen out of Mississippi. The driver, 61-year-old Steve Robert Powers, of Wisconsin, was arrested and charged with receiving stolen property, open alcoholic beverage container and several other traffic offenses. He was lodged in the Laurel County Correctional Center.
